I know only two things that might matter here. The first is that people are innocent until proven guilty... even though this guy seem like he admits to the situation. And remember... it is this reporter's job to FIND and REPORT this stuff to GET RATINGS... so everything is always SPECTACULAR!
The second thing is that the Peabody Housing Authority is NOT a City function alone. In fact, the PHA does not report to the Mayor or City Hall at all. This doesn't mean that the City shouldn't be concerned about this behavior... but when folks go to hand out the blame... this really isn't a City Government issue.
Of course... WONDERFUL! If this is true we have yet another Public Employee behaving badly and we have more fodder for the media to beat up on all the good honest hard working public employees.
Now... I am not declaring this man guilty... in fact I was impressed with both his candor and his (partial) explanation for his being away from his duties. So I am interested in seeing what transpires over the next few days.
It is just sad to have PEABODY dragged through the mud in the press yet again.

This story is only news to anyone living outside of Peabody. Splaine has openly behaved this way as Housing Authority Director for many, many years and did so with the full knowledge of his bosses. For them to act surprised is like the Baseball Commissioner scolding players who took steroids. They handed Splaine annual raises and extended his contract so they obviously were satisfied with his performance. To say otherwise now is a complete farce.
If what you say is true, this guy should be fired and lose his pension.
rumors aside, anon 1 is correct. Mr. Splaine has been doing this for years. NO excuses, he has stolen tax payer money. I do hope folks noticed the board in this report. State and Federal money is involved. Ya'll may have wondered in the past about certain aspects of housing, here is your answer. NO one is doing the job they are being paid to do, splaine and simple.

The news report is one version of facts... they checked on this person over 4 months on 18 occasions and these are the findings they got.
A "rumor" about drugs is not appropriate unless someone has specific proof.
You may be right, you may be wrong, but this is not the proper venue for such allegations. If you are concerned about the state of mind of your public officials then do something about it... but posting unsubstantiated rumors in NOT fair in this forum.

two questions 1) how did they get copies of his timesheets and why does a guy making $86000 per year need to keep time sheets?? However, if indeed this guy is spending time at a sports bar while supposedly at work (did you notice his nice little beer belly?) I am sure we would all love a job like that where we could get paid while we drink....this is yet another story that destroys confidence in our public officials...if he is rationalizing that he works 'hard' when it snows or we have a flood so why not 'take it easy' when those weather events aren't occurring we clearly have twisted privileged logic in this man's mind folks ...he makes no overt denials about the story..so get the hook--this guy should be history tomorrow...and that's how OG sees it.

it's more of a State issue, but it makes you wonder how much actual waste is out there.
1) Guys like this.
2) Redundancies
3) No incentives for people to get off of welfare
4) Highest per mile cost to maintain our roads (in the US)
I even heard kids on mass health get their braces payed for. I don't want to pay for other kids braces, when I struggle to get some for my own kids.
At this rate all the working people will soon pay 90% of their pay to some sort of government entity.

WHAT HAPPENED TO OUR BOND RATING?
I am not a Bond Rating expert.
But here is some of what I found out...
It seems the bond markets in general have taken a big hit (no surprise) like everyone else and bond ratings, in general, have fallen due often to 1) financial crunches in the municipalities (taking money out of investments, taking additional debt) 2) losses in the municipalities investments 3) less demand for municipal bonds by investors (due primarily to the lower overall market since municipal bonds are actually aa better investment than many others out there).
So these three factors (and probably many more) have contributed to an over decline in the bond ratings of many (most? all?) cities and towns, states and counties, etc.
Some of this infor I got from HERE, but there is TOO MUCH for any non-economist to try and figure out... sorry.
To better understand the bond ratings... here is a LINK and a chart to understand how the numbers work. Note the 1,2,3,4 etc. are ranked orders (q is better than 2, which is better than 3, etc.)
